Cut a rectangle of fabric 52cm x 27cm. Neaten the two short edges. Press 2cm onto the wrong side and stitch. Fold fabric so hemmed edges meet in centre. Pin and stitch the sides, taking 1.5cm seam allowances. Neaten seam allowances together.

With the cover wrong-side out, insert the tissue box and pin the corners to create a square shape. Remove the cover and stitch across the corners. Trim seam allowances and neaten edges together. Cut four 20cm lengths of narrow ribbon. Fold under one end of each piece and stitch to centre of hemmed edges 9cm apart. Turn right side out and insert tissue box.
